Pass-through Tolling Projects
Pass-through toll financing works by reimbursing a portion of upfront costs needed for the construction or expansion of a state highway project. Put another way, a public or private entity developing the project will finance, construct, maintain and/or operate a project, and TxDOT will then reimburse a portion of the project cost by making periodic payments for each vehicle that "passes through" the highway.

Project Description: IMPROVEMENTS TO ROADWAYS. US 271 Reliever Route – A four-lane, controlled access facility from US 67 on the west side of Mt. Pleasant south to FM 3417. A 4.9-mile extension of FM 1000 to intersect with the new US 271 Reliever Route A 3.2-mile extension of FM 2348 from US 67 to SH 249 to provide a north/south connector east of town.
Project Goals: - Reduce congestion and delays in the downtown area - Improve air quality by allowing traffic to move more efficiently - Increasing the value of transportation assets by providing new reliever highways
Project Tool Benefits: Utilizing new financing options allows the county to begin the project much sooner. The project would have taken approximately 15-20 years before traditional funding would have been available
